A mass sickout/protest, organized by social media could do it. You are correct in what you said though. The numbers would not be likely enough though. You have fear plus the bystander effect. People will skip it thinking others will be rearing to go.
The problem is the majority of the sheep support it. They have no idea what they took, that they have no protection, or what they want to force other people to take.
They don't even have to actively do that. The just need to wait him out. He'll be gone days after this supposedly goes into effect. And, as I said before, if anyone challenges it, they can get a judge to issue a TRO/injunction to keep it going into effect until they can have a more detailed hearing. That will have to be after Bla is history. At that point it will be in Adams's court as to whether he wants to pursue it or not. Whether or not he has the sense to drop it will be a good first test of his level of intelligence.

NYC voters elected this boob (and others) twice. They want this. Apparently Escape from New York was just a preview of the dystopian future the city would eventually welcome with open arms.
New York City has a lot of people and more so recently, coming here from different states that are unable to think, and illiterates , along with all the thugs, we have. They believe everything that anybody tells the, and this is the end result.....
Bill DeBlasio, with his parting vaccine mandate is acting just as spiteful and petty as "that roomate" who never paid his share of the rent then when he gets kicked out, he pulls out the refridgerator plug and takes a dump in the kitchen sink all over the dishes.
It worked for BLM, they got a new federal holiday out of it.
