Restricting reproduction is the easiest and frankly most humane solution to such a problem.

Just as you need to earn privileges to drive in the United States, having a child should require similar classes and proof of carrying insurance.

There is absolutely a direct correlation across the world (save a few fringe religious groups) between income earned and amount of children produced.
Richer, and often more educated individuals, breed less.

If I had the money- I would love to donate to NYCDOE to offer scholarships for teens who choose abortion and college over screwing up 2+ lives.

This is absolute nonsense.

Cut welfare and you'll cut the birth rate among the people who CA least afford it. The welfare system in NYC incentives the poorest to have more children while disincetivizing for those who can afford.

It's literally the welfare system.

It is partially true.
But lets say you cut welfare, where will the stupid get the job? What if there are not enough jobs for the stupid? They turn to crime from there on. Because everyone wants a Bentley and a gold chain and a thot while living in a 1 bedroom walk up. Almost forgot, fresh pair of sneakers.

Niger, Chad, Uganda, Ethiopia, likely have minimal welfare programs- but the highest birth rates around.
Poor people make more poor people- we should be discouraging the root of generational poverty and certainly not incentivizing it with more state-funded welfare schemes; but the problem exists well without those.

So in essence, uneducated have a weak pull out game.
I've been saying it forever.

If you cant teach them to wear rubbers or take pills, science has to step in and do it for them. Vaccine, till you are able to pass an Iq test or can afford to have kids. In the end, a better society will come to fruition.

It probably started with an imbalance in knowledge in terms of best ways to rear, teach, and discipline children.

It's simple and it's what happened historically. People act based on incentives. NYC is a very high COL city. When people couldn't afford it, they simply moved to lower COL cities. This isn't rocket science.

They're agrarian economies. The incentive is to have many children in order to survive.

Its the honor culture from the South. White rural southern rednecks also have the same issues, where people think they can solve their disagreements with violence. Its the culture that glorifies violence and has contempt for education.

NOT true.
I listen to Country music from time to time on XM. I dont hear any glorification of taking drugs, shooting guns and using women like objects man.
