I am on the 12th floor and my apartment faces the west side highway. I don't hear it unless my window is open. You said yourself your plan is to only live in this apartment for a year and explore the areas so you have a better idea of where you want to buy a place. You have a decent budget so just go on streeteasy and make appointments to look at 5-10 places. Craigslist, you will have a 20% chance the unit they advertise is actually the unit they show you. Look at doorman buildings 8th floor and higher on the UES and see what you like. New construction if you want multiple elevators. As for next year rent increases, no one knows what is going to happen so asking someone what they think, just take peoples answers with a grain of salt. Co-ops are great but the approval process is annoying as they take forever to get into and ask for everything and the kitchen sink in terms of paperwork, so personally I'd avoid those for a rental that you are only planning to stay in for a year. Check out East End Avenue or the side streets between York Avenue and East End Avenue except for 80th st. (79th st. Buses looping around and people getting on to the FDR south). Besides Carl Schurz park there’s the East River esplanade over the FDR.

Yes. The Upper East side is super safe. Indeed. Don't worry about getting shot or robbed. You're totally safe. The crime "uptick," as many on here call it, is nothing really. Just a product of black/brown minorities negatively impacted by covid, they say.
Oh and the more you spend on your apartment usually means the safer you will be. Or does it!
