I created a dummy account to see what the eligibility criteria are. In addition to the following SNAP and Tax Credits, there are many other NYC and Federal benefits available to this "pseudo" family, including free meals for the children, Medicaid, home energy assistance, and other benefits. Check eligibility using

All parents in that income bracket should look at eligibility, especially as it relates to benefits for children.
My scenario:
Husband, Sam, & wife, Wilma, with 3 children living in Rockland County. New PO earning $43K annually. Savings $2500. SAHM, no childcare expenses.
From the NYS Website:
SNAP
It looks like your household may be able to get SNAP benefits each month.
Please keep in mind that some people are not able to get SNAP benefits, including some people on strike, some immigrants without papers, and some college students. In most cases, their children and other people in the home may still be able to get benefits.
A special note for immigrants: getting SNAP benefits will not hurt your immigration status.
You may be eligible for free Nutrition Education called Eat Smart New York (ESNY) which teaches about food budgeting, meal planning, nutrition, and food preparation. Tax Credits
For this year, it looks like Sam and wilma may be able to get:
A federal earned income credit,
A New York State earned income credit and/or
A New York City earned income credit, if you earned money in NYC.
A child tax credit of up to $3,000 for each child under 17
An Empire State Child Credit equal to the greater of: 33% of the federal child credit or; $100 times the number of children who qualify for the federal child credit.
