Never until Saint Georgie Floyd did any single person before or after affect criminal justice as much as the mythical Kalief Browder. The rallying cry politicians needed to force through changes that have overwhelmingly negatively affected black people far more than any cop could have.
Took me two seconds to find the evidence. As to your other question, it doesn't stop them entirely, and people commit crimes while on bail all the time. And when they're arrested again, the bail is set much higher, or denied entirely, so they can no longer be free to commit more crimes. So, even if you're willing to take the hit once, the second time you're not likely to be let out. Much of what people are complaining about are people committing the same "low level" crimes over and over, since even if they are arrested, the court has to let them right back out again.
This is why criminal justice decision shouldn't be based on "feels". Most of the people I see on the other side of this issue have literally no idea how the system is intended to work, or are otherwise the types who think most criminals are just good boys who didn't do nuffin wrong.
It should be common sense that someone who failed to show up in court before is likely to do it again, and people arrested for a violent crime should only be released if it can be demonstrated that they won't do harm to the public which might mean release from jail but confinement in a group living situation that is monitored by probation. But with that said, the findings of the Manhattan institute show a 3-4 percent increase in arrest rates for people released without bail which I don't consider a significant enough number to freak out about.
The reason is that Americans court system is F'ed up sometimes, you have DA, Prosecutors, and judges that are inconsistent with upholding or interpreting the law. You have wide variation of issuing punishment.
The fact that so many career criminals exist proves that bail reform doesn't work and the criminal justice system is nothing but a rubber stamping system.
low level offenses should be highly fined.. not put people in jail
