Told you it's on purpose. Democrats are using these warm bodies to up the census in their districts to keep and createmore seats in local, state and federal positions. This is the democrats long game to pack the house and other political positions

And because each district in California’s state senate elected one Senator, each person in the smallest district enjoyed 422 times the Senate representation of each Los Angeles resident.
In a series of cases starting in the mid-1960s, the Supreme Court decided that this sort of population disparity violated the U.S. Constitution. It required roughly equal population for each legislative district. This meant that district boundaries would have to be periodically readjusted, to account for new population information. So now, after the Census is conducted at the start of a new decade, district boundaries have to be redrawn.
This is the process we know as redistricting."

Look at the 9th district of NY. It's clearly formed to break up the Jewish (Hasidic and Orthodox) populations of Borough Park, Midwood, and Madison. Divide them up between two districts (while including larger black neighborhood populations) and they become the minority in each district. That's what redistricting has become.

I'm having fun
My initial post with regard to Congresswoman Clarke's 9th district is a specific example of gerrymandering. Why are Hasidic and Orthodox Jews lumped in together with Caribbean Blacks? Why doesn't the district include Canarsie which is also predominately black instead of Midwood? What do these two constituencies have in common? How can one congressperson possibly serve the needs of groups as disparate as Hasidic/Orthodox Jews and Caribbean Blacks? The district is 50.5% black. Do you think that's a coincidence?
