It would defeat the purpose of hiring an overseas employee to pay them NYS/NYC rates.

Plus, the cost for zoom and the equipment would be a bit extra, so it would be more expensive if the Filipina employee was paid American wages.

Don't put it beyond NYS/NYC to impose a law like that, or to ban that kind of outsourcing. When automation starts hitting hard, expect some pushback from the government.
