It's the headings on the compass. 0 or 360 degrees north, 90 east, 180 south, 270 west.
When they come from Brooklyn for the northeast/southwest pointing runway, they call it runway 4 because it's about 40 degrees on the compass. The same runway when they come from the other side (from Long Island Sound) is referred to as runway 22 (180 degrees opposite).
So when curve around Middle Village and land going northwest, it is 310 degrees as they land, so they clear him to land on runway 31.

I never had planes in my neighborhood and I am living here 25 yers, it was nice and quiet until "nextgen" was implemented last year, now every 30 seconds a plane roars by all of Brooklyn headed towards La Guardia.
the noise is intrusive and offensive, and I am sorry, there is no reason they need to fly this low since the airport is clear across all of Brooklyn.
every once and a while depending on wind the planes head up the hudson, over the bronx and to LGA. then it is quiet here.
