Many people looking to get more bang for their buck on apartment size and rent affordablilty come to this forum for advise on which Bronx neighborhoods to choose from and which are the most desirable with less crime and has a better quality of life compared to other Bronx neighborhoods.

Below are just a couple I personally know:

Van Cortlandt Park section of the Bronx
Norwood section of the Bronx
Woodlawn section of the Bronx

I don't know what "the best means." If the best means shortest commute to Manhattan, none of those neighborhoods would be the best in the Bronx. If the best meant "the most affordable", those neighborhoods would not qualify either. Best is an arbitrary term...nevertheless, the list of neighborhoods above is good, and I would add Parkchester, Country Club, and Co-Op City to the mix.

It's been 40 plus years since I lived in the Parkside Projects (Olinville off Allerton) in The Bronx but back then it was pretty nice. Kids of all races got along and neighbors looked out for each other.

Co-Op City in the 70's was great but with the improvements (huge shopping area including the multiplex theatre) came a different class of folks who seemingly never had anything before. That is not a statement to be critical or ugly, but the complex is not like it was when I first moved there in '71.
However I bet it is still better than 95% of the rest of The Bronx.
