In Florida he could pay cash for a small house in a decent area. Taxes would be maybe 500. No income tax. Work part time at a gas station for some walking around money and basically live on the beach.

I was eyeballing a nice little house in NC for a while, $737 a year in taxes, backyard near perfect. I can only imagine having a $70k down payment and a house payment of $250 a month on this house.
Yes, $70K is a nice down payment on a house, although not good enough for Fairfield County, CT, where I would need more like $100K for a downpayment on a starter home.
Okay, if it's a cheap area, maybe $60K will do. Like I said, I would need enough money to live off for an entire year at $2,000 a month, just in case it takes that long to find a job. And I would need to pay maybe $2,000 in long distance moving costs (I have a full truck's worth of stuff and I'm not selling and repurchasing stuff). So, after a year, that leaves me with $34,000. THAT would be plenty to purchase a home in a place like WNY, for example.
I don't want to jeopardize my nest egg, sorry. I'm a responsible corporate tax accountant and don't want to up and leave somewhere with limited savings and no job lined up, especially in this economy, and especially to an area where jobs aren't exactly in abundance.
I think we get the point. You're looking at things very rigidly. $100k on a $400k home is 25% down. So, you're putting yourself in a box of needing a $400k house or saving $70,000 before you can move someplace. You don't have to live in Fairfield County and you don't need $70k to relocate.

He's also never going to move. He has started thread after thread "asking" about an area but what it turns into is him bashing the area and then basically saying CT is the best state and he's not going to leave.

Ding! Ding! Ding! I think we have a winner! He may not be alone.

To be honest, yes, I do see a bit of nep321 in myself. I can relate to what he's feeling, I think he may be a little more rigid than I am. I moved to NC last year with $10k in my pocket, it didn't work out at the time, and I came home with $5k many months later. I tried it and I don't regret it at all.
I think in order to move, you have to take a risk and you can't overcalculate too much. I'm calculating my next move a lot here, but then again I don't have anywhere near $40k in the bank.

Key word is risk and while I can understand any hesitation, it is going to take some amount of risk in order to make that move.
I hate every single thing about NY. So every where offers me something. But they have flaws as well. Trying to line as many pluses up as possible with as few minuss can be like nailing deer snot to the wall.

Its not easy. Need an area with decent job prospects. Cheap homes. Low taxes. Stuff to do. Weather. Few places have everything. Some come close, but they are far away from family. Sometimes I see one perfect job but no others, so that makes you wonder.
Plus, I have a lease, a girlfriend who I care for very much and want her to be happy as well, others have wives / husbands and their jobs too. Its complex and bankrupting yourself is not the answer. You definitely don't need 70k cash, but the stars need to align just right to pick up and move.
