Interesting. You might try re-wording your question to the church. The original question probably didn't have enough dollar signs in it.
Are you referring to the Cathedral of the Incarnation in Garden City (Long Island)? I know a few people who got married there, none of whom were Episcopal or were required to convert. One wedding I attended there had both a minister and a catholic priest co-preform the ceremony (at the couple's request). Or course, it wasn't a full mass, but it was still considered a "Roman Catholic" marriage.
I recently had a relative look at that same church. There are "restrictions" (i.e. no RC mass) but they were still able to get married there in a RC ceremony. (Although they ended up going with their "local" church for other reasons).
You might have an issue if you wanted a non-Christian ceremony, but I know that church has never had an issue with non-Episcopalian christian ceremonies in the past. The "fee" may be higher, but that is the case with any church for non-members, or "out of district" parishoners.
As has been mentioned, any marriage ceremony involving a RC priest (recognized by the RC church) will require the training class, associated fees and pre-approval certification from the church. This applies whether the ceremony is in a RC church or not.
On another note - I believe Rockville Center has a Cathedral. Not sure of the specific styling (never been inside) but worth checking out. (St. Agnes - seems to be what you are looking for based on the external view). That's the diocese HQ, so it may be your best bet in the area. Most RC churches on LI have gone with the modern architecture look. St. Agnes will probably be costly, as it is a cathedral PLUS you are "out of district."
