"With a crime rate of 40 per one thousand residents, Utica has one of the highest crime rates in America compared to all communities of all sizes - from the smallest towns to the very largest cities. One's chance of becoming a victim of either violent or property crime here is one in 25."

Just like any city, it has a variety of neighborhoods as well and be careful with that source, as it can be quite suspect.
Pretty much any city of substantial size will have a higher crime rate. With that said, North Utica(north of the canal/Mohawk River), South Utica(essentially the area south of the Parkway/Burrstone Road), outer East Side around Proctor High/MVCC/Proctor Park and even the outer West Side around Addison Miller Park and Utica College are solid to very nice parts of the city.
It is the 10th biggest city in the state.
