There is no commute. You can work in your PJs/underwear if you have no web-meetings. Less expense. Less exposure to open back-biting and other abuse from coworkers, etc. Less overbearing 'in your face' supervision.
Its no wonder that even though many have been vaccinated, they still dont want to go back to the office.
Its really similar to the people that dont want to work, because they are earning more from unemployment benefits.
Why would you want to go back to work? Why would you want to put yourself through going back to the office?
Then there are people like me, that are considered essential, and working from home was never an offered option.
If people dont want to go back to the office - fine. I dont care. If their private-sector CEOs are good with it, okay. But maybe as far as State, City and Federal levels go - if they dont want to go back, then replace them with people that dont mind going to the office, and dont mind helping their locales get back to a state of normalcy.

If my company wants us back in the office, I'll go back. I'll do it when my boss asks me to, not when sexual predator Cuomo tells me to.
