It's a nice city of about 34,000 and is a twin city of Utica in the Utica-Rome metro area. It's pretty safe and has good schools. It's a relatively "diverse" community in Central NY. It's not too far from the Adirondacks, Lake Ontario, the 1000 Islands and the Finger Lakes. Here's some more information on the area:Welcome to the City of Rome, NY - Official City Site

I meant that for a small city, there is a ethnic/racially diverse population there. Actually though, I would say that it has a strong Italian American community more than anything else.
Also, once you leave the city, it is pretty rural. So, there isn't any sprawl outside of the city limits.

Does that translate into anything..well, useful, or interesting that they share or do?..or is it pretty much just an on-paper term that doesn't affect the day-to-day of either city?

Pretty much they share a county and metro area. It's not like they are right next to each other. They are actually about 15 minutes from each other.
Also, don't forget that Rome's city limits are very large and contain some rural areas.
I prefer Rome to Utica, myself. Rome somehow seems less depressing. Maybe it's because it has a cool Colonial fort smack dab in the middle of it.
True, there is an inner and outer district of the city of Rome. Fort Stanwix is pretty cool and that actually is relatively new, I believe. Rome is a nice little city and has an All-American feel to it due to formerly having an active Air Force Base. They still use that area for government related jobs though.
