I would suggest living outside the city of Cortland. City taxes are pretty high, garbage bags are $3 apiece (probably will go up again!), city government is a fiasco (I swear, the mayor stays up nights dreaming of new ways to suck more $$$ out of the residents).
If you choose to live in the city, stay as far away from the college and surrounding student housing, unless you want to pick up after a few hundred kids that aren't your own, to say nothing of the NOISE/obscene language that goes along with it.
On the positive side, I believe our schools are quite good, many devoted teachers.
There's not a whole lot, as far as entertainment. The local movie theatre is a joke...dirty, broken seats, etc. On the other hand, many people schlep over to the nice, clean, modern theatre in the mall (Lansing). CRT is great, but they're only here for the summer. There are local ski areas, if you're into winter sports. And, the Jets are here for 3 weeks in the summer!
