Co-worker needed to borrow money, but wanted me to Western Union it to her. (wife, mother)

Likely she wanted it sent Western Union because she was not at home and did not want you knowing where she was. Trust me this is not the kind of friend you need.
It's all very odd. $20 isn't enough to get out of any sort of trouble, although, I suppose it is enough for a dose of whatever drug of choice, or, let's be more charitable, to buy a partial tank of gas to get home As far as I know, Western Union is not instant.
So, a small amount of money that she can't access until tomorrow or the day after.
My opinion is that this is a person to back away from. There is something not right about her. Really not right, not just a little bit eccentric.
I made the mistake of lending $1 to a co-worker so she could get a snack. This was maybe eight months ago. No payback. Of course, she hasn't asked again.
Who know what scam she and whoever she was with were trying to perpetrate. You might have been charged 200.00 on your debit card, instead of 20.00.....Who knows. But, I would use this as an opportunity to totally avoid her.
She doesn't sound like anyone a decent person should be more than a "co-worker" with.....never a friend.
Would cost you $25 to send her $20. Makes no sense, unless...
Are you sure it was really her? This sounds like a variant of the "Grandparent scam"

Given the fees to send money with Western Union, this is the most plausible explanation -- she wasn't anywhere near home, and didn't want you to know that.

Uh, no I am not. I am several pay grades lower than this gal. My husband is on a small pension and Social Security. She has a working husband and lives in a very nice house.

Last time I looked, I wasn't a charity.
No, I am absolutely NOT kidding.
I'm with you...the amount is irrelevant...you did them a favor.
