Rumor: Looks like a new bill may be crafted that repeals HB2 but keeps cities from ever enacting NDO's.

Update: Dems file full repeal of HB2 bill. Republicans still in recess until 2pm. No vote yet.

Rumor: Not enough votes to repeal HB2.

So how do we interpret Section 2?

To my eyes it appears to be a six month cooling-off period of no local govt able to enact ordinances, then, after that time period once again it's fair game for either locals or the GA to do as they wish. Wash, Rinse, Repeat.
I also notice it specifically says local governments, not the state government. Excuse my distrust but I don't see anything that prevents the GA from sending this to McCrory, having it signed into law today, then immediately reconvening to reinstate HB2 with at that point locals unable to do anything for 6 months. Remember, these folks put HB2 into law over a two hour time period on a Friday night on their last outing. Also, as I understand it, if Charlotte wants to rescind rescinding their ordinance, it needs to happen before the end of this year.

I'm gay and I approve the bill that Burger is putting forward. Tensions are high and a cooling off period is needed.
