one day there is a earthquake and hurricane and people are going berserk and jumping in their cars to drive home.

the next day they're jumping in their cars to shop at tysons corner.

so funny how people overreact in this area and the...AFTERMATH

We were coming back from the store today and it was raining. Not hard, but it was steady. People were driving on the Parkway with their emergency flashers on. They weren't even going that slow and it wasn't tough to see. Sure, they under the speed limit, but not way under. I've noticed this before and wondered why they have them on (many with the headlights off). So, my addition is: Driving with emergency blinkers on.

where? Well, they don't do it in downtown DC, and they don't do it anywhere else I"ve lived - RI, PA, CO, CA, FL, MO, and the approx 32 foreign cities I've lived/travelled in.

The grass strip between curb and sidewalk seems pretty common to me, and I've traveled to many other parts of the U.S. Definitely not a NOVA thing.

Arterial road - Wikipedia, the free encyclopedia

However hell strips are also found on side streets in DC. Check out 3rd street SE near M street for example. So they are even found in city neighborhoods, though I am pretty sure they are more common in the suburbs.

If you would be more specific about where in NoVa you mean, it would be easier to find comparable neighborhoods elsewhere.
