Just bough a house in Falls Church in April and now having some issues with cold downstairs and hot upstairs (cape cod). I realize heat rises, etc. but when I walk in the kitchen, I can feel cold air coming from bottom of baseboard, where the counter meets the floor. There is some space there about 1/4 of inch and this is where the cold air is coming from. No basement/house has crawl space that is insulated.

Any suggestions on how to fix, who to recommend? How much to repair? Not really sure on what to do. Thanks.

You can try posting on the CD "House Forum".

As a simply DIY solution, take weatherseal tape. Its the padded kind in a roll that's also used on windows and doors. You can get it anywhere--home depot, lowes, walmart, etc. It comes with a sticky back but you won't need to peel it.Get the thickness you need (1/2" or more) and stuff it in there. It should stop the draft. If you're worried about the aesthetics you can cover up with some shoe molding.

double check that insulation in your crawl space, around where the cold zone is...

I agree, post in the house forum - but as a fellow Cape Cod owner, and I HATE it being hot upstairs, I've closed off the vents upstairs, except for the bedroom. In the summer we mostly close or have them halfway in the downstairs rooms and full open upstairs to try to get the upstairs cooler.
