You're right that's why I don't want to be in D.C I can go there on week ends if I want to.

Just need to somehow meet people and have a social life in a new country

Then get ready to drive to Arlington or DC.
This is not europe, and Reston is far from real city.

Where in Herndon is the job? It's easy to walk from RTC to some parts of Herndon. That would be a real plus for living in Reston, IMO. By the way, there are many organizations and meetup groups in Reston, as well as bars & restaurants to hang out at. They attract a fair share of 20-somethings although you will also meet lots of 30-somethings and older in those groups. For example, I belong to a Reston hiking club that has about 50 members, of which maybe 10 are in their 20s. You won't meet as many young people there, but you'll meet some.

"Les vieux sans visage...eyes without a face..."

Sorry. That's all the French I know.

OK, welcome to the USA!

If you want a quaint European town, check out Middleburg or maybe central Leesburg. (I'm not sure, but I don't think the drive from either of those to Herndon would be bad. Am I wrong, Loudounians?) But I don't think you'll meet as many young people there. I could be wrong, though.

If you're really serious about ditching the car, then I think you should look at Herndon itself. But I think you will want a car here. Herndon isn't yet on the rail line, just bus lines. And a whole lot of the greater DC region isn't accessible by transit.

I'm not sure about a young person who likes to party living in Middleburg. I'd second the recommendations for Reston. However, I wouldn't ditch the car. You work in the suburbs you need a car. If you want to live the car free lifestyle you need a job in DC.

Mes amis, on peut parler anglais seulement ici.
My friends, we can only speak English here...per the Terms of Service.

To the OP: I agree that keeping a car is highly advisable as well as living close to Reston Town Center will put you close to other younger professionals in the area. On the weekends, you can drive your car to the Vienna Metro station and ride the train into Arlington and DC.

For Arlington/DC trips, you could catch the 505 bus from RTC which runs all week. You could also call for a cab at the WFC metro if necessary. 3 years with no car in Reston here, but it does take some planning and I‘m no youngster.

Some of the largest Meetup groups near Reston are for singles. I haven’t participated in any of those, so hopefully someone else could comment on them. You might also check the reviews for the local nightlife on Yelp (assuming you are not too young!)
