I guess, it was simple enough for all kids except me.
The teacher should be fired if he/she believes this to be true and is still defending it. Or was the question provided to the teacher by some higher-up-the-chain entity? If so, then whoever in the school system approves and defends this should be fired.

Seriously, that's a terrible answer. The whole idea of a word problem is to give real life examples. In this real life example, Joseph would need 7 shelves. If the teacher reworked the problem to say "How many shelves would be completely filled, and how many books would be left over?" then I'd give her a pass. But the way it is worded, 7 is the correct answer, and please tell her that everyone on the Northern Virginia Forum of C-D agrees. Hmmpph!

Exactly. How much more obvious can it be?

As a former teacher as well as a taxpayer, my response back to the teacher would have been,
"As someone who is paying your salary, I respectfully request a serious answer before I go up your chain of command."

From reports, it appears that the answers to all of the assigned questions were of the form "X with a remainder of Y". What would have made this one so special?

How many remainders of shelves do you have in your home?

saganista, I am having trouble telling whether you are serious or are playing devil's advocate.

I will assume you are just trying to broaden the discussion, and don't really believe that when someone asks, "How many shelves will I need?" an appropriate reply would be "six, with a remainder of two." The correct answer to the question posed is seven shelves. Arguing otherwise is pointless.
