Popped into the Mall today and the pay for parking gates are almost ready to go. Although I prefer free parking there, I'm okay with the Mall reserving spots for mall shoppers and not Silver Line users. I pay for parking at Pentagon City so I'm acclimated to $.
I'm pretty sure people won't be paying to park. That's so that only employees with keycards can get into the parking in the mornings during rush hour and not commuters. I think the gates will go up when the mall opens.

If you’ve noticed the gates at the mall’s various entrances, fear not: Tysons Corner Center has no intentions of charging for parking, said marketing director Bob Maurer.
Rather, the gates will stay down before and after mall hours to prevent commuters from coming in in the morning. Employees of the mall will have electronic cards that grant them access.
