Considering the article is about commuting costs, I'm not sure where you would be able to park in most office areas that have all day surface parking. The streets are all 2 hour parking during the day making that almost impossible for anyone who works. There are a few surface lots left in SE, but anywhere downtown is going to involve underground parking.
