You have to make it worth his while. Why would an electrician do your job when they could use their time for a bigger project? I could say the same about my doctor who spends 5 minutes talking to me and then telling me to go home after a checkup.

This link / thread may help answer the question on labor costs and time. Cannot think of a electrician that can show up, unload, set up and remove existing fan, unwrap new fan in box, install, and close up in 30 min without going crazy.

I had three of them done once, two replacements where they were going in place of existing lights, and one where a new hole had to be cut, junction box installed, etc. This was all done for a couple hundred bucks, several years ago in Lake Ridge. I found the guy just by perusing local business ads, didn't do much vetting beyond calling a few former customers.

He showed up with a few guys who may or may not have been legal, I have no idea, but I'm pretty sure he picked them up at a convenience store because they didn't appear to have any familiarity with each other. This might be why it was a relatively inexpensive job.
