You can read reviews for that building on apartmentratings.com They are not pretty (though some of them are pretty old.)

The walls are thin. I would only live there if you get a top floor corner unit. I lived next to an old lady and didn't hear much noise but walking down the hallways I could hear everything from the other apartments.

There are other cheap apartments around. Check out the Regency and the building next to it.
