I'm confused about your question. Which one will the OP do? Buy or rent? If buying, it makes sense to consider the location of the metro station. If renting, then it doesn't matter.

I’ve seen news pieces that say that Phase 2 of the Silver Line won’t be open until 2020. It is wildly optimistic for a real estate agent to put “close to metro” in a current property listing along Phase 2.

I think it's wildly optimistic to think Metro will be running in 2020.....

It will be running. I live near the station and they are on schedule.

OP - One Loudoun area has very nice options, they are nice, they are new but your commute is still going to be hell down Route 7 unless you are on the road by 6:30-45. Think 1 hr on a good day. Prepare to stay in Tysons whenever it snows or leave work the minute you see a flurry.

Personally I would recommend NOT looking further out than 1 Loudoun. If you can compromise to an older townhouse there are lots of options in Reston in your range. Not to far, Metro available and probably very price stable.

In listings for that area, some realtors will mention that the house is near a future metro station. By saying that, it's not "wildly optimistic" since the station is now under construction.

Not Loudoun, but there are some townhouses in your price range within reasonable walking distance (though I guess this is subjective) from the Wiehle - Reston East station.
