Bethany Beach DE, it's known as the "Quiet Resort"

While VA's Eastern SHore is full of quiet, sleepy towns, there are only a few that have a proper Main Street and lively vibe. MD Seems to offer a bit more, imo. Personally, I really like the quiet, laid back, more sleepy towns and plan accordingly when we go to them.
I agree, VA's Eastern Shore with few exceptions is poor and depressing. Very few amenities.

So here's the scoop.

We were thinking about moving to Delaware because we really enjoyed our visit Lewes, Rehoboth, Bethany, Ocean View...reading the DE forum about the traffic nightmares (and witnessing it first hand) the Zen slap.

We were thinking water area of VA, not anywhere near the VA beach area.
Somewhere near a hospital, and something charming with first world dining if you know what I mean.
So you are moving, not looking for a weekend away? I was thinking vacation. I don't think many VA beach towns are in the "quaint I want to live there" zone. But if you are looking for just water access what about something like Occoquan or Jamestown on a river. Adding the Hospital and good dining change things up a bit, as you can tell most of the coast line is very rural and if it is quaint it is most likely $$$ due to the close proximity to the DC Area.

I don't think anyplace is all that amazing near here, but I like Rehoboth best and I think it comes closest. However, I much prefer North Carolina's Outer Banks. In fact, those are my favorite beaches in the US. However, they don't really have the beach town itself. Nevertheless, it's the most summery place and all my best summer memories are from there. I recommend Corolla and the other northern beaches.

But now it seems you want to move, not visit? I don't get it. I don't understand why Virginia and what you would do there, or how you would escape traffic in a tourist town. Also, most of Virginia's beach towns are kind of depressing in the off season.

Worst crowds. Locals leave town during this week. Some call it "Hell Week"

Yes, that's right.. just Virginia.. but I was being polite.

DH thinks the taxes are preferable for retirement in VA..
We would be visiting, not moving tomorrow, but want to set our sight on the possibilities.

We had the idea the shore might be sort of depressing, that's why I thought I'd ask.

HIdden gems are always something to behold.

Seems like we've sifted out the answer..

north of the state of Virginia or south i.e. MD, DE, NC, sound like they have towns that would better keep us alert and awake..

I've read about the taxes not being very friendly to retirees in MD, but I haven't studied them enough to nix it either.

Isn't it odd that the only place Virginia has to offer is Virginia Beach.
It just doesn't speak to us.

We have kids living in the north and the south and wanted to live somewhere in the middle.

ALL of these answers you've all shared are wonderfully candid.
I am very thankful and appreciative.
A small-ish town would be okay, but small town to me is 10K ppl, with a lively, artsy, boaty, with quality dining vibe..

Probably Rhoboth or Lewes would scratch my itch, but truly this is some serious traffic people.
Other beach town traffic is nothing compared to the Delaware traffic.
My heart may be there, but not my patience.
