If you were around last time for the 17-yr. cycle - they were really loud, sounded liked an old sci-fi film alien ship - and there were lots!

I've been seeing a ton of holes in my yard where they've emerged, seen some, been finding the old shell things (those are creepy!)

Billions of cicadas will descend upon Virginia, other states as 17-year cycle concludes | Environment | pilotonline.com

The article the OP posted is from last year. In 2017, Brood VI is emerging, but mainly in GA, SC, and NC. If you are seeing cicadas in this area, they are likely Brood X stragglers (which refers to those emerging up to 4 years early, or four years late). The specific Brood X ones emerging are 4 years early.

The last time the DC area was hit with a "plague" was 2004, so we should expect that again in 2021. That is the biggest brood to hit the DC area.

Yikes. I remember the spring/summer of 2013. At first it was sort of fascinating, but after a while it was getting annoying and disgusting. So far I've only seen a handful (in Lake Ridge).

I have a fair amount around my house. I love them. Unfortunately when doing weeding I was digging up grubs and throwing them out to die. Now I feel bad as I like Cicadas.

I found some grubs earlier this spring as well when doing some digging in my yard (I didn't know what they were at the time)

Ugh, yes. In May 2021, I'll be taking a month-long trip elsewhere! I have a major (admittedly irrational) fear of pretty much anything with more than 4 legs. In 2004, I was interviewing for a job in Alexandria, and when I went to leave, there was a cicada IN my car. I'm pretty sure I didn't get that job because they saw me flailing around in the parking lot like a psycho trying to get it out

And on the highways, just pinging off the windshield while you're driving...blech. And they were o the Metro trains and piled up under streetlights on sidewalks at night. For me, it's practically a horror movie come to life.

aren't their lives pathetic? or should I say they are lucky to not face these world problems?

I remember back in 2004/2005, there were tons of these creatures buzzing around, hitting your face etc.

And with them, comes snakes! So, keep your eye on the ground for copperheads and the like.
