You can live on a budget in Ballston. I would know, cuz Ive done it unlike most of the idiots on this board.
Ballston Park has rent in the $1300 range but they have roach issues.
www.arlingtonurbanrentals.com has rooms in your rental range directly in Ballston(very safe and clean).

Vienna to Ballston is about ten miles each way on the W&OD (and Custis) trail. At most an hour, and less once you get stronger. Buy a bike, ditch the gym, enjoy! Even in winter there will be plenty of quite bikeable days.
