It is partially enforced though because plenty of HOAs have no parking for work vehicles rules (which you can legally park on a public street).

Seems tenuous because workers who own trucks are not signatories to the CC&R.

The HOA agreement would not apply to them. If they show up in the neighborhood to do work, that's one thing. Most HOAs just stipulate they don't want residents permanently parking in the streets. It doesn't apply to visitors. While an HOA can just start enforcing something like this, as the poster above said, if it's in the covenants and you signed/agreed to it when you bought your house, you can be held to it. You've made a contract against yourself.

Those types of clauses refer to people that own homes in the HOA neighborhood that park work vehicles on the street when not in use (like overnight).



For example Greg the plumber that lives in the HOA neighborhood can't park his F350 work truck on the street every night when he comes home from work. If some company comes to do Greg's landscaping yes they can park their work vehicles in the street while they are working.

I would look to town ordinances that limit on street parking. Often the no parking provision applies to certain night hours.
