Anything is possible, but I highly doubt they'd tell me (and presumably coutless other customers/potential customers) a flat out lie. That would be not only unethical but also highly illegal.
Every airport is different, I dont get how they could tell you that it's climate controlled even while changing planes. I cant say I've seen that Continental has it's own private climate controlled hangar at every airport so they can move animals between planes . Unless you were only talking about one airport and a specific direct flight.
Continentel transfers pets while on the ground in air conditioned vans.... They aren't lying to anyone.
You could always get a pet from Australia, Guam, England or I think it is also New Zealand. They don't have any rabies so you can bring in a pet without any quarantine restrictions.
My sister-in-law brought in her dog when the 120 day quarantine was in effect. THAT was a huge hassle as well as horribly expensive. Now it is just "merely" horribly expensive so at least now it is just half as bad.
