Yes, it is by the NEX - although you don't go into any military gates, I believe that is military use only.

Do you actually have to wash your car with water? Plan b. There are waterless car detailing products that you spray on and wipe off. This works well. Meguiar's Ultimate Wash and Wax Anywhere There are a couple of guys in my building that detail their own cars (nice ones, too) and they all use the waterless products.

Mckinley fullservice carwash is still there and very busy. They do a really good job.

The car has real dirt on it because of where I work, so waterless wash definitely won't work

Here's a last hope idea. On Saturdays, in many neighborhoods, church and school groups hold impromptu car washes in various parking lots. Unfortunately the wash area is usually in bright sunshine, which is not the preferred location to prevent spotting. Also who knows how clean their buckets and sponges are. HOWEVER, since they're seeking donations anyway, and if you brought your own bucket, wash mitt and soap, I'd bet if you slipped them a $20 they'd let you wash your own car!
