No matter what, there are people who will stomp their feet and declare that every place on earth is the same and no location has unique problems.

You can read numerous accounts of the fight culture here https://www.quora.com/Why-do-Hawaiia...t-all-the-time

Here's a blog post about it https://davidsavesthesolarsystem.wor...ure-in-hawaii/

So are these people just making it up? Why do they perceive it as a Hawaii issue if it's the same everywhere?
Nonsense. For every person that complains about Hawaii people "fighting all the time" there are 10 others that say the people here are exceptionally kind and friendly.

Those aren't mutually exclusive things... For a problem to exist doesn't require that most people be responsible.

Jamaica has one of the highest murder rates in the world. Is your response "But most people aren't murderers, they're very nice"? That would make no sense. Of course only a few people are murderers. That doesn't mean murder isn't a serious issue.

If you want to fight - go to Alaska or Nevada - Hawaii ranks #38 in violent crime.

If you don't want to fight - try Vermont.
