Just got back from Kailua beach with my pup.

Default Pipeline

I stayed at a house right on pipeline last year, and saw a ton of dogs walking with their people off leash. They were all very well behaved and very happy! I would watch out for the water though. I learned to appreciate just how powerful the current can be on Oahu, and I weigh at least twice as much as my labs.

Lanikai is by far the best beach on Oahu and the best beach for dogs. Zero waves, dogs are allowed, zero cliffs, and a beautiful scenery. Sands feels like silk. Make sure you pass the beach park and take a right at the stop sigs and then park in the neighborhoods and walk in through one of the foot beach access roads. It's amazing there. It is almost always regarded as one of the best beaches. This is in Kailua. Check out this site for an idea of what to expect and what the beach looks like. We jsut took our 4 month old lab there and she loved it.

I was going to mention pipeline beach too, on the north shore. It forms a nice sandy tidepool where they can run through!
Pretty much any beach on the N. shore is great for dogs!
