Out of those three, probably Illinois, though an argument could be made for Pennsylvania. Jersey? Definitely not!

Really, Ohio is pieces of its neighbors all thrown together. Western Ohio is similar to Indiana, as is our capital city to Indianapolis. Cincinnati has a southern flavor, like Louisville, and topography similar to Pittsburgh. The rest of the Southern half of the state is similar to KY & WV. Cleveland and NEO is similar to Erie, Buffalo, Pittsburgh, Detroit. Toledo is as much Michigan as Ohio. And both Ohio & Pennsylvania are well-known for their Amish & Mennonite populations.

OP: I've always thought Ohio really should be two states...North and South Ohio. I grew up on the Lake, and Southern Ohio always seems like a different country!! What part of the state are you asking about?

I'd say PA based on Population (PA only has slightly over 1M people more). PA is 6, OH is 7.
And on the wide degree of varying demographics. PA and OH both have very progressive cities and HUGE areas of rural tracts.
Almost exactly:
Major cities in OH - CLE, COL, CIN
Major cities in PA - PIT, PHI
Minor cities in OH - TOL, YNG, DAY
Minor cities in PA: Harrisburg, Erie, Allentown

Pennsylvania I think, for many reasons, including the fact that its cities are mostly democratic but the state government is republican controlled. The state also has similar "power distribution" between urban and rural areas, and cities that have undergone a similar cycle of decline and rebirth as Ohio's cities.

Fun thread!

I always like to think we are similar to upstate New York. PA is a good comparison too, along with Missouri.

If we are allowed to go outside the US, I really think we are most similar to lower Ontario (as in lower than Sudbury). Very similar feel and culture IMO
