Metropolitan Museum of Art, the American Museum of Natural History, the Brooklyn Museum & the Museum of the City of NY all have a suggested contribution rather than a fixed admission. So one pays what they wish to enter these museums in NYC.

Laguna Niguel is not a beach city. What type of beach city and home do you have in mind? Maybe I'm wrong, but from what I've been reading, it sounds like you might do best in Huntington Beach.

It used to be beachfront, at least before it was a city.
