I like The Harbor Grill in Dana Point, especially for brunch. It's not romantic, but it is family friendly with a nice harbor view.

Coyote Grill in Laguna Beach has a nice balcony overlooking the beach too. Not sure if it truly falls into either of your categories, but it's a nice enough place to dine by the beach.

K'ya in Laguna Beach also offers lunch on their nice little rooftop terrace overlooking the ocean. Not many tables, which lends to the romance, but means you need to make reservations ahead of time.

And this place in San Clemente. They pour strong margaritas, I can attest to this personally.

Both are family-friendly. I don't do romantic, so can't help you there.

I'd recommend Javier's Newport Coast OR Mastro's Ocean Club Newport Coast . Both are AMAZING at sunset...
