The main economic factor of Oregon's Low budget for Schools is Oregon has one the highest unemployment rates in the nation. Oregon pays out a lower annual Per student payout to schools than other states (little over 7,000 vs. 8,000 +) . This results in larger classrooms and fewer teachers.

I have several children currently in the Brookings Oregon school system and When we moved to Oregon initially it was like stepping back a whole grade and half for my kids. (This was in Micminnville about 40 miles west of Portland.) They all get A's in what we used to call "double A courses" but, there really is no challenge beyond this our schools have to offer. Many Students are resorting to taking online classes to prepare them for colleges outside the state of Oregon.

Another reason schools are under funded in Oregon is that Oregon is one of the worst gambling states in the nation "next best thing to Vegas" and many lower income families are targeted in this lotto campaign.

In addition, monies that are granted to schools by the Oregon lottery are thus equally retracted by state legislation's normal funding. This means no additional money to schools. Citizens of New Hamphire (the other sales tax free state) fought their state's legislation, and won, so now they get the extra money as promised with lottery and state grants.
