You might want to check out Bend or Klamath Falls. Most people would pick Bend, but the cost of living is allot higher yet it has allot to offer. K-Falls is a little more "Red Neck" not too bad, and there is a moderate liberal base. K-Falls has a good college OIT and a community college. The down side is lower wages. Both seem like an extension of California.

For a young person, Bend is far superior to Klamath Falls, and a bigger medical industry, with only more growth. If Bend is too spendy there's Redmond nearby, as well as Terrebonne and Sisters. Klamath Falls is pretty stalled out as a town, I'm afraid.
I'm a little surprised there wasn't much if any mention given to Eugene, home to the state's biggest University and a city of about 150k.
Seems like outside of PDX Eugene would have largest population of 25 yo's.
Medford has decent medical field WTH two hospitals in town and two others nearby in Ashland and Grants Pass.
Ashland is great place and has Southern Oregon U but it's not an easy or vibrant town for 25 yo's I don't think.
Great town for outdoors lover though, with strong running cycling and skiing communities.
Talent, just down the road is a bit more affordable and vibes and trends younger
Both towns are LGBT friendly.
Medford, a bit more affordable, slightly more conservative politically.
