Salem has a bigger gang problem and just as much drugs as Eugene. Without a carved in stone job here, there is no reason to consider the state anywhere. The coast is not cheap, but by California standards (depending on where you live now) it may seem to be. If you think a pro kid state like California is not helping, you will not be happy anywhere you go.

I'm not sure if this poster has made up her mind or not, but she might want to consider Texas. I'm from there, and if it's programs for low-income children and families she wants, living near a coast/beach, and affordable living - she should look down around Corpus Christi or Galveston. It's not as pretty as the Oregon Coast, and as far as crime it's like anywhere else... but there will be better chances for her and her mother finding jobs. You'll have to get acclimated to Texas weather and storms... and the big Texas ego ... but she could do worse. I think moving to Oregon without jobs lined-up first and expecting programs to help her along is a very risky idea. The Oregon coast, especially, just doesn't seem to be set up for that kind of thing.
