FPL may have ONE of the lowest rates in the state, but how does it compare to Orlando Utility Commission which is what I compared it to?

Just find out what it costs PER KILOWATT HOUR. That is the only way to compare rates.
I found Orlando's Orlando Utility Commission to have some really low rates compared to FPL and the others.

Better try that "compare" again! FPL (I'm a retiree) has the one of the LOWEST rate in the state!

Can you read the chart???? Look real hard and you will find:

Orlando Utilities Commission Orlando, FL $119.82

Florida Power & Light Co. Miami, FL (& other portions of FL) $98.57

I think you would agree $119.82 is more that $98.57 for the 1000 kWH. I was proud to work for them for 35 years, and WE were ALWAYS the best in the state!

I found a new calling and it was a mission to reduce my electric bill. So far I've got it down to $350 and I'm not finished with all my retrofits. I took advantage of the rebates both state and government and waiting for some more incentives.
they're not that bad, you just need to shell out some money for a more efficient HVAC system.

I currently live in a tiny one bedroom apartment in the northeastern united states and my last electric bill was for $120.10 for 730 KWH.

why so much electric usage? because the apartment only has electric baseboard heating.

Very true, you don't just get charged for the Kilowattage used, those other fees such as fuel surcharge and fuel charge can be a big chunk of your bill. I live in NY now in an apartment and electric on average may come to $45-$50, with a high of $90 in the summer. In Florida, my average was more like $150, using the same amount of energy. Those fees add up, especially with Progress Energy. Mind you, you may pay more per Kilowattage in NY, but not everything is electric, for cooking and heat we don't use electricity and its cheaper.

slightly above the national average.... well below high-cost states like NY, NJ, CT and CA.

One pleasant surprise here has been the electric bills compared to our bills in Maryland. For a 2200 sq. ft. house in Maryland, our cheapest bill in the spring (when we were running neither the heat nor A/C) was $270. Our most expensive bill during either Snowmageddon or Snowpocalypse was $900 for the month. For our 1300 sq. ft. apartment here, our most expensive bill during high summer was $115.

What people can and can not afford is of no concern to publicly traded companies who are accountable to their shareholders. I'd also point out that about half of ownership (stock) of energy companies in this country are owned by pension plans and IRA's. This doesn't account for another roughly 25% owned by mutual funds which are often parts of 401K's. Those same people who claim they can't afford energy are often benefited by the energy company performance. http://www.api.org/~/media/Files/Sta...Pham-study.pdf
