At the current stage in my life I prefer to live in a large, more bustling metropolis, while maybe several decades from now, I would prefer cities like Ottawa. It's less of an opinion on the cities and more of a personal preference.
Also, Ottawa is better than Toronto, in what aspect? In politics and history, I will definitely defer to Ottawa. In economy, anglophone culture, transit, social mobility, urban amenities, city living, I will gladly defer to Toronto (and Montreal for francophone culture and amenities).
I won't go within 2 hours of Toronto any more. I like Ottawa (or at least parts of it). Much easier city to get around and find what you need. And, while since I have 'been there, done that', when I am in that area now I don't go downtown much, it does have a nice center town area. Not sure I would call it 'cleaner than any other place', mind you.
I have lived in both places. Toronto does usually have easier winters - that is about the best I can say for that city. Ottawa's are often very cold and raw and there can be a lot of snow - depends on the winter. And you better have a very small car in winter because the parking lots are often reduced to large piles of snow and slush.
Anyway .. I am 'used to' Ottawa more than any other city these days - and I like it .. mainly because I know my way around perhaps. I am not young and hip any more - but when I was .. Vancouver was the place to be. Now one can't afford to be there from what I hear. Ottawa is still affordable for the most part I think.

Compared to Toronto or Vancouver, very affordable. Whether it's a house, a condo, and even for renters. Middle-sized cities do have some advantages, and affordable housing's one of them.

Yes, there is that. My house is probably worth around $300,000.00 here in Ottawa; probably wouldn't go for much more. Yet this same house in Toronto would most likely be pushing $800,000.00. Not sure what it would be in Vancouver, but I suspect it'd be around the $1,000,000.00+ mark. However, put my house in the Annapolis Valley in NS and if it got more than say, $150,000.00, I'd be very surprised. It's all relative.
