First you try to understand the underlying reason for the problem.
Does she live in poverty and maybe has no access to soaps and shampoos?
Does she have a medical condition causing excessive sweating?
Is she without a mother figure in her life that could have taught her about hygiene?
Once you identified the real problem, you can better figure out where to go from there
For 1 and 3 he comes from an upper middle class family, and his mom does not seem to keep the cleanest house from what i see. As for number 2 it's actual dirtiness like dirt under the nails, greasy hair sort of dirty. The kid is like pigpen, and sometimes *and i feel bad for thinking this* i expect to see the ball of dust follow him around. I just don't know how i could bring this up to his mother without seeming rude i guess.
You dont bring it up. If hes at your house, you make the kids wash hands before snacks or dinner. Other than that there really is nothing you can do or say as long as there is no abuse or anything. I imagine, from experience, that some kids are just grubby as kids that they outgrow. Our resident germophobe was a grubby gross greasy teenager. Now he is super clean.

Well, boys that age are not getting bathed by their parents every night, so I guess they can be a little lax in the hygiene dept. But I wouldn't say that having dirty fingernails and hair is that abnormal for a 9 year old boy.
But I really wouldn't say anything, you'll just embarrass your little sister. They're her friends, it's not really your place.
