I think it's silly. If my daughter wore inappropriate clothes, including short shorts, we would just say "no".
Instilling values and common sense into children begins early. Once they reach their teen years it isn't a news flash to them that really short shorts are not accepted at our home.
There are so many arguments that can be avoided if parents make it clear what is and is not appropriate.
When my daughter was nine or ten she wanted a look that we thought was tasteless. What did my wife do? She didn't buy those clothes and explained why.
The whole thing gets more difficult if the like sex parent is wearing trampy attire but expects her daughters to dress conservatively.
My wife and daughter dress similarly and like many of the same clothes. They even share clothes. Not all of my daughter's clothes are appropriate for my wife and vice versa, but they have fun with it.
I don't get how he thinks a 50 year old man wearing short shorts proves that a 19 year old girl shouldn't wear them. You know, if he was really serious about her clothes, he could have just left her at home.
This is what I don't get.
One is on a continuum of what is normal - girls and women wearing shorts that are not Bermuda length.
The other is absurd.
The shorts I wore for basket ball in the early 80s look ridiculous now. That's another topic.

You're interpreting it too literally. He wanted her to experience the embarrassment he feels when he is with her in public. Their being LDS puts it into perspective. His LDS peers are everywhere, and his daughter is not conforming. I'm not against short shorts at all, but I can understand how a conservative family living in a very conservative community might feel about it.

That doesn't apply because he shares the same values as his peers. Like it or not, there are some cultures and religions that differ from your ideals. If this daughter wants her independence, she can move out of her parents' house. Parents have every right to say, "as long as you live under our roof, you have to live by our rules."

I saw the word "conform" and just cringed. Conformance sure as heck is not what I want for or from my kids!
