I think she should at least try to put him to bed. 11:30pm is late for a little one to be awake. Quite frankly, it's a little late for a 12 year old to be awake IMO.
If you are unsure if you should, could you let your son fall asleep on the sofa and take him to bed when you get home (assuming he's old enough to be able to sleep on a sofa). That way, he can still wait up for you, even if he falls asleep. I remember a lot of kids that did that when I used to babysit.

I would make a bed up for my son in the family room. That way he could watch a movie and fall asleep.
12 is a bit young depending on the age of child(ren) and her maturity level. Some kids are ready while others may have a hard time. Is he/she experienced?
Did you mean to say that your son is twelve? While he may take the "challenge" to try to wait up for you, odds are he may just doze off on his own, and you won't have to worry because he's probably still programmed for "school hours" anyway.

If it's a mature 12 year old, I would rather have a mature 12 year old, than an immature 16 year old, even though 16 is an acceptable age.

Would a 12 year old know what to do if a kid has a seizure? Or if a kitchen fire starts? What about if there is a gas leak in the house? Not trying to scare anyone off here but while it is true there are exceptions, the general rule of thumb still applies. I mean, its your kids, your life but PERSONALLY I'd rather give the responsibility to the average 16 year old who is likely to be responsible than the exceptional 12 year old who may or may not be.
