PA had a brief flirtation with being Red. The state is becoming a bottomless pit with spending. Taxes, fees, and the COL, even in the country, is getting ridiculous.

I have heard that many more people are moving to WV and Ohio and commuting for work.

PA is not as consistently regulated as NY, and the regulations reflect a higher degree of social conservatism (see, the liquor laws).

I have observed previously based on personal experience that PA "safety" inspection standards are more onerous than NY. NY allows non-structural rust up to the windowsills and holes in the floor. I have heard counter-thoughts to the above that some kid could cut his finger on the rust or there could be carbon monoxide coming up through the rug. Both sound like b$ to me, more like promotion by groups with an interest in taking 2-3 yr of life off a vehicle.

Septic system regulations are far more onerous in PA than in NY as well. The in-ground system basically never passes, and a dry well is nowhere legal in PA but not uncommon in NY's glacially filled valleys.

Conversely private wells are basically unregulated (the only requirement is that a licensed well driller, i.e. someone who can get registered just for asking with no proof of qualifications, has to file a well log with the state), vs NY where one needs to prove 5 gpm yield and pass water testing.

You have opposition of privatization from some Republicans but almost complete opposition from Democrats because of their support for the union. Privatization will never get passed with a liberal leaning legislature or Governor's mansion, if Corbett loses or the Democrats gain control in the legislature that window of opportunity is going to close.
