In the U.S. vital records are kept by each individual state. And, in NY the records are kept separately for NYC (the 5 boro's) and the rest of the state.
Each state has its own rules regarding what and when they release to the public.
What I am wonder is, if divorce records show which person initiated the divorce?
If you find actual images of record, then yes. If only an index listing, then probably not.
Again, a lot of these types of records (aka Vital Statistics ) are hit and miss depending on what the local jurisdiction kept on file, and/or allowed to be on-line.
FWIW, I have yet to find my own parent's 1948 final divorce after 20+ years searching the Internet. I do have an original paper copy of the petition. Some day I'll have to go to the County Court and see if it's available there.
