sales tax does not apply to clothing in PA so the delaware loophole basically applies to electronics and other high price, non-clothing items. it's probably easier to get to wlimington than philadelphia premium outlets on a saturday afternoon from center city.

If I need to go outlet shopping, I go to Franklin Mills. Simply because its an indoor outlet mall. I'm not gonna go freeze for a cheap pair of factory Nikes...

Vanity Fair Outlets in Wyomissing, (a bit farther from Philly than one hour), near Reading. It is also an indoor mall, on several floors of the old textile factories.
