Yes. They were originally planning on needing ~30% of that building, but they are currently using ~90%, and they need a new building. This new building will be about a block away.

So what else do they do in this building besides raise cable rates and run a fourth-place TV network?

This new building seems to have a lot of people pressed, I find it bizarre. 1500 new jobs. Enough said.

They make plans to bring a ton of jobs and a major technology and innovation center into their hometown.

Any mega-corporation will be the target of criticism and skepticism. Apple and Google seem to get a pass, although even they increasingly have their detractors. In Comcast's case, it seems to stem mostly from their customer service issues.

I'm just surprised the FCC allowed their takeover of NBC.

Anyways, this is definitely something I'm going to have to get used to, next time I visit Philly.

P.S. How long ago was the no-building-taller-than-William-Penn-atop-City-Hall "agreement" done away with?

I think that went by the wayside around 1985-ish.

Just in case you were all wondering, the small William Penn statue on top of the Comcast Center will move to new skyscraper when it is completed. I guess that's good news for those that don't want the curse of Billy Bean to occur again in Philly sports.

Without the spire, this new Comcast tower would be 996' tall. Fail.

Rouse announced plans to build One Liberty Place, the first building taller than City Hall, in 1984. Construction began in 1985.
