That's not the best area. There are some good hotels in Downtown (Wyndham, San Carlos, Hyatt Regency, Sheraton, Marriott, etc), but it will definately be a walk through an area you wouldn't want to be at night (and if you are coming in the summer, you may not want to be walking in the day due to heat). I'm sure there's a bus that goes near there, but I couldn't tell you specific routes. This might help:

Check out Campaige Place. Again, not a great area - this one is across the street from the Madison Jail. It has (very small) apartment style accommodations but is relatively new. You could walk a short block and catch the DASH to work.

You could use one of the bigger travel websites to try to find a place. They have interactive maps which can show the location of the places relative to the address you will be at. There is some public transportation which goes closely by the address you gave.
